Requirements
Telecom Foundation (TF), intends to engage the services of a qualified and experienced Overseas Employment Consultant (individual or firm) to support its initiative for expanding business operations into the overseas employment sector. The consultant will assist TF in developing strategies, partnerships, and operational frameworks for facilitating manpower export and employment opportunities abroad in compliance with all applicable laws and regulations.
Objectives
Identify and develop overseas employment opportunities for Pakistani manpower.
Establish linkages and partnerships with reputable foreign employers, agencies, and institutions.
Advise on legal, regulatory, and procedural compliance for overseas operations.
Develop an operational and business model to ensure the financial sustainability of TF’s overseas employment initiatives.
Facilitate postings of technical/skilled/semi-skilled/Labor/Professional resource to overseas countries within 1 to 2 months of contract signing with TF.
Responsibilities:
The responsibilities of the Consultant shall include, but not be limited to, the following:
Market Analysis and Opportunity Assessment
a) Conduct a comprehensive assessment of potential international labor markets.
b)Â Â Identify key countries and sectors with demand for Pakistani skilled workforce.
c)Â Â Analyze trends, skill requirements, and regulatory frameworks of target markets.
Regulatory and Compliance Advisory
a)Â Â Review international and local legal requirements related to manpower export.
b)Â Â Guide TF in obtaining necessary permissions, accreditations, or licenses.
c)  Draft or review agreements, MoUs, and contracts to ensure compliance and safeguard TF’s interests.
Partnership and Business Development
a)Â Â Identify and facilitate engagement with reputable overseas employers, embassies, recruitment agencies, and government departments.
b)Â Â Assist in negotiations and finalization of agreements or MoUs for manpower export and employment facilitation.
Operational and Strategic Framework
a) Develop an operational framework for overseas employment services, including recruitment, selection, deployment, and post-placement support.
b) Recommend internal policies and procedures to ensure efficiency, transparency, and accountability.
Financial and Business Model Development
a)Â Â Propose a sustainable financial model outlining cost structure, revenue generation, and fee mechanisms.
b)Â Â Recommend strategies for profitability and reinvestment in overseas employment operations.
Capacity Building and Institutional Support
a)Â Â Suggest training and skill enhancement programs aligned with international job market needs.
b)Â Â Advise on linkages with technical and vocational training institutions.
Reporting and Deliverables
a) Submit regular progress reports as per agreed schedule.
b) Provide a final report including market study, strategy, partnerships, and implementation roadmap.
Training Activity
a) The Consultant must be conscious of the global shortage of technical professionals / skilled labour and raise awareness about these needed skills among intended job seekers to urge the acquisition of skills that are in high demand.
b) Design and develop training plan in line with global standards to meet the market demand.
Duty Station
The consultant will perform his office duties mainly at Islamabad but can be deputed at any place in Pakistan.
Duration of Assignment
The duration of the consultancy shall be four (04) months from the date of signing the contract, extendable based on performance and project needs.

Confidentiality
The Consultant shall maintain strict confidentiality of all data, documents, and information accessed or produced during the course of this assignment. All intellectual property, reports, and deliverables shall remain the sole property of Telecom Foundation.
Eligibility Criteria
Minimum 10 years of professional experience in overseas employment, manpower export, or international HR consultancy.
Demonstrated track record of successful partnerships or projects/cases in the overseas employment sector.
Strong understanding of international labor market dynamics and employment laws.
Excellent communication, negotiation, and liaison skills with overseas & domestic stakeholders.
Experience with public sector or international organizations (desirable).
OEP License Holder (Preferable).

Company financial statements (Audited Reports) for the last two fiscal years.
List of authorized company Signatories/personnel (to be provided on official company letter head and stamp).
Company profile with number and percentage of graduate employees and list of all offices (Pakistan & International).
List of the Board members as well as senior management (C-Level) with each individual’s experience area(s) and number of years of experience.
Signed Customer testimonials as evidence of experience.
Products and service categories list, marking the categories the company is able to provide.
